In past years, TEAM coaches have worked primarily to support schools and districts in strengthening and developing a better understanding of the TEAM evaluation rubric and process. The department is excited to expand this work in order to better support districts across Tennessee. Regional TEAM coaches can provide guidance and support in the following areas:
- Early Learning Model practices (ELM) and student growth portfolio models
- Instructional Partnership Initiative (IPI)
- Teacher and administrator evaluation processes

First TN: Tammie Davis
Tammie Davis, a lifelong resident of Kingsport Tennessee, earned her B.S. in music education from Tennessee Tech in 1983 and her M.Ed. in educational leadership and policy analysis from East Tennessee State University in 1992. She retired from Kingsport City Schools in June 2015 after 32 years of service as a middle school orchestra and choir director, elementary principal, elementary supervisor, and chief human resources officer. East TN: Tony Jolly
Tony Jolly holds a Bachelor of Science degree in business administration and a Master of Science degree in education earned from the University of Tennessee, Knoxville. Tony has almost 17 years of teaching and academic coaching experience in Tennessee schools. Prior to this role, he served as a math instructional coach (9-12) in Knox County. Southeast: Lisa Montgomery
Lisa Montgomery has almost 24 years of teaching and instructional coaching experience. She earned her Bachelor of Science degree in music education from Tennessee Wesleyan College in 1992 and her Master of Science degree in education from Tusculum College in 1997. She earned an endorsement in elementary education K-8 from Lee University in 2005. Prior to the TEAM coach role, she served as a pre-K-8 instructional coach and certified evaluator. Upper Cumberland: Valeria Voiles
Valeria Voiles has almost 26 years of teaching and administrative experience in Tennessee schools. Prior to the TEAM coach role, she served as an English language arts teacher and coordinator of instruction (9-12) at the Alvin C. York Agricultural Institute in Fentress County. She holds a B.S. in education and a M.S. in informational science from the University of Tennessee–Knoxville. South Central: Janice Womble
Janice Womble has 29 years of teaching and administrative experience in Tennessee schools. She has served as an assistant principal, principal, and supervisor of secondary instruction. Prior to this position as TEAM coach, Janice was principal at Thomas Magnet School in Shelbyville, TN. Janice was named as Tennessee Principal of the Year in 2010. She holds a Bachelor of Science degree from Tennessee Tech, a Master of Science degree in health and physical education, and an additional Master of Science degree in administration and supervision from Middle Tennessee State University. Mid Cumberland: Scott Duncan
Scott Duncan served as TEAM coach in the Southeast region for the past three years. Prior to his work there, he served as an administrator and classroom teacher in numerous districts across Tennessee. He earned his Bachelor of Science in early childhood education from East Tennessee State University in Johnson City. Scott earned his Master of Education and Educational Specialist degrees from Lincoln Memorial University in Harrogate. Northwest: Dr. Wanda Small
Dr. Wanda Small spent 16 years in her hometown school district, Henderson County Schools in West Tennessee, serving as principal and elementary supervisor the last eight years. She holds a B.S. from Bethel University, a M.Ed. from Freed-Hardeman, an Ed.S. from Union University in curriculum and supervision, and an Ed.D. from Union University in instructional leadership. Southwest: Tracy Riddle
Tracy Riddle spent two decades as a classroom teacher, assistant principal, and principal in her hometown school district, Haywood County Schools in West Tennessee.
